What Happened & What’s Next?

Dear MFA Members,

When we received the news from the legislature on Sunday night, it hit us hard. Leading up to that point, based on everything we knew, the changes to the film tax credit provision were well-received and still in the mix. We did everything right. At the close of the session, negotiations broke down, and the final tax package was significantly pared down. Many non-controversial provisions didn't make it in, including ours. It had nothing to do with the merit of what we were asking for.

To say the least, we are disappointed. We started preparing for the session a year ago, and we continued to build momentum one month, one day, one member at a time. The MFA board and committees worked diligently, fueled by our member support. Your time, your advocacy, and willingness to show up have not been wasted. You put real faces and businesses behind the issue, and that work will carry forward.

Our state's tax credit program is still in place! The MFA remains committed to working toward a stronger Minnesota production community. Our legislative strategy committee meets again this week to talk through next steps and how we position ourselves for 2027. We’ll take time over the next few months to refine our approach, strengthen our statewide relationships and infrastructure, and walk into the 2027 session with even more momentum behind us.

We hope you will stand with us and continue to be part of the MFA. We have several other opportunities in the works, including implementing an industry events calendar, hosting a summer in-person meeting, and forming a business advisory group.

What’s happened is a setback, but not for long. As many of you have said, we will persevere and move on to the next challenge because that’s what we do in our business.

Sincerely,

Executive Director, Tacy Mangan
